I am not able to save a JIRA Comment when I edit a Comment and paste a clipboard image.
I get the following message: We couldn't save your comment. It might be empty or have invalid formatting. If you copy-pasted, try removing the formatting and adding it directly in the editor.
The same issues applies when I reply to a Comment; it will not save if I paste an image.
Note:
The original Comment was created by me, and already has images in it, so this is unlikely to be "space permission" issue.
I also have this issue. When it occurs, I refresh the page (F5) and then I delete the broken image and paste is working again. Hope this helps.

Hello @Joanna Berry I have the same issue as you. It was working well before.
My temporary work around is - copy the entire comment and edit the image in a new comment. Then delete the old one. Known it's stupid, but at least it allows me to proceed to save.
Can you please let me know if you hear better solution from their support team?

@Joanna Berry Have you tried saving the image in a file and uploading that file to the comment? I know this is more steps, but it also allows you to give a name to the image, which others may find helpful when looking at the ticket.

This issue happened once to me few months ago, maybe because I have too many screenshots in the comments.
However, this has been happening every day over the past week!! Every time I try to add a new screenshot in my comment, it told me cannot save. I need to try to refresh page many times a day, which is very frustrating.

Yes it unlikely permission issues but Likely with Image you copying Hidden formatting which are Blocker here.
Also often this Failure message in Confluence are misleading.
