Who does this? Edited a page and unable to save changes due to a licensing dialog that pops up.  That is the true cost of licensed software and the #1 reason to use something else.  Turns out nobody can save edits now.  Sensible behavior would be to a) bill for overage, b) allow edits but send a notification to customer about overage.

Are they worried we will "steal" usage if somebody saves an edit after license count is exceeded? I would be more worried about existing customers sharing this experience with other customers.

You should be monitoring your user levels in order to meet your side of the contract you signed up for.

Your administrators have been mailed about the number of users and the billing does go up automatically (unless you've asked for it not to, or you've gone over the highest possible number)

You need to talk to your administrators/site owners, as they've let you down.
