Installing self-hosted confluence server (6.8.1) with installer (as a service, no any manual editing of any files) on a fresh Windows OS leads to error "BootstrapException: Unable to bootstrap application: Couldn't save confluence.cfg.xml to C:\Program Files\Atlassian\Application Data\Confluence directory" after rebooting.
Same Confluence version (installed on fresh OS, as a service) for MacOSX and Ubuntu 16.4 desktop & server version also doesn't work after rebooting ...
Niels,
It sounds like your user might not have the proper permissions to write to that directory.
Have a look here: Unable to Complete Installation Due to File Permissions
Once your user is given the proper read/write permissions then it should be able to save the file.

Shannon
Hi Shannon, many thanks. I logged in with admin rights, still having the same error message. After setting permission level of the atlassian folders (home and application) to "everyone" it worked. Now "collaborative editing" is not working: sync error ... Let me check the community for this topic first :-).
