There's no General Configuration in my Cog's dropdown

I'm trying to add a user, but my cog's menu only contains:

  • Applications
  • Projects
  • Issues
  • Add-ons
  • System

The docs say that I should have a 'general configuration' option there. Have they changed the menu so the docs are no longer correct?  Do I not have the correct permissions to add a user?

That's a Jira admin menu, you've tagged the question with Confluence.  General config doesn't appear in a Jira menu (it's in the system area)

It says I should go cog -> general config -> users -> invite users

I see now that it is cog -> system that gets one to general config, but there's no 'users' there which would lead me to 'invite users'.  

Do you know how I get to 'invite users'?

That's where I'd go if I were creating users in Confluence server.

But are you still looking at Jira?  And is it Server or Cloud?
