Hi Ivan,

Are you referring to the colored sidebar that Tempo uses?

Tempo is using Confluence Cloud for their documentation, and it appears that they've just changed their color scheme.

Theming is not possible within Confluence Cloud by default, but there are several theming add-ons that you can use.
