The top Confluence header bar is missing or some of the buttons can't be seen. Instead, appears an e

After a reboot the top Confluence header bar is replaced with following error:  $soyTemplateRendererHelper.getRenderedTemplateHtml("com.atlassian.auiplugin:aui-experimental-soy-templates", "aui.page.header.soy", $templateParameters)

Operating system is Windows Server 2019.

Tried clearing cache by shutting down Confluence > Removed the following folders: plugins-osgi-cache, bundled-plugins, plugins-temp, plugins-cache, contents of work directory > start Confluence, but error remained.

We are hoping for a resolution that does not involve re-install.
