The information about creating a new template is not clear

I am trying to create a new template on confluence wiki but I am not able to figure out how. I went through the help on atlassian but the information doesn't seem to be clear enough. It says go to the Space tools on the bottom left navigation bar and click on content tools. In content tools, click on create new template button but the problem is I don't seem to find the create a new template button. I would require your guidance for that issue.

      + Site settings
      + Content tools
