Table of Content not generating when exporting with Scroll PDF Exporter

Hello,
The first time I created a pdf with Scroll PDF Exporter it generated a table of content but since then it's no longer generating one.

"Table of Contents
No headings included in this document"

So I'm not sure what has changed or how I can get it to wok properly again.
