Stupid question - where is the tab to create a Macro in Confluence?

This help site gives instructions, but when I navigate to the "Confluence Administration" page, as instructed, there is no option to "Create a User Macro"

I am the adminstrator for this site.

Are you on Cloud?  You can't create user macros on Cloud.
