Steps to publish marketplace plugin for Confluence/Jira Data Centers

Hi Team,

We are developing plugins for Jira/Confluence Datacenters using Atlassian SDK. We want to know the process if I want to publish my plugins on Marketplace and this listing should be private only.

for my knowledge you can't publish an app and make it private for data center.
