Whenever I tried to access the staging server I am sent to the production server, I have searched for all references to the production server in the home and installation directories on the staging server.
Thoughts?

You say "when I go to staging", but it's unclear what you're doing there. What url are you running staging on, and what happens when you go there?
I try to go to scsmydb2.andrew.cmu.edu/confluence (top level) and after I get my saml login I wind up at https://scsmydb4.andrew.cmu.edu/confluence/#all-updates (the production site)

Ok, your SAML system is redirecting you incorrectly. That's not really a Confluence thing, although it may have a setting in a file that's incorrect, depending on how the SAML has been done. There's some properties/text files under the installation with names like *seraph* that it might be in, but the last SAML thing I used was an add-on and didn't affect them.
