Space Template with Navigation and Blank pages

I've read about blueprints (not an option as I am not a Confluence Admin) so I'm left with the template option (since I am a Space Admin).   I have several teams that have their own spaces.   My organization wants all the teams to use the same format (navigation and pages)

Is there a way to create a template that uses the same navigation (Include page) and has blank pages with information that are linked to the navigation buttons?

Is there a way to import that space into the exisiting spaces so the teams can use and move existing pages into the new pages?

@K R There is nothing delivered that would allow you to do this other than space export/import or creating a new space and then copying pages over into it from a space that you created as your template.  Copying would probably be the best option.
