Sometimes I can not embed my video, other times I can. What am I missing?

I have multiple videos that are on Vimeo. I have a page where I want to share those videos, embed them into the page. When I edit the page and do this sometimes it gives me that little icon that allows me to embed the video. Awesome! I go to do the same thing again with the next video, same method, everything the same. THIS TIME it doesn't give me that options anymore. The icon is not even there. The best I get is 'card view'. I try the next video and that one let me embed again!! like, what? Why is it sometimes allowing me to embed, and other times not.

I feel like I have every combo I can think of. I've tried copying the one that does work and editing the URL, but it instantly turns it back into 'card view' and wont allow me to embed. 

I tried using iframe, it dosn't like ANY video

all the URLs look for the most part the same, nothing crazy or missing (obv. they are different videos so they will be slightly different)

What am I missing here???

I am experiencing the same issue. I have even added Vimeo as exceptions to my domains, but I still have the issue of it not working randomly. 

I have seen one solution saying to use the widget connector, but I don't like this solution since it doesn't do auto sizing like the other embedded videos that I have.
