Does a company have the ability to place a standard response note if someone is requesting access to Confluence and JIRA?

From my understanding, you want to have some text somewhere on your site that lets users know how they can obtain access to your Jira and Confluence site, is that right? Would this be something you want to automatically display on Confluence, or send as an auto-response in Jira?
