Single Page publishing option does not work

Single Page Publishing option is not appearing on the draft pages so that an updates made on a page can be published to the publishing space rather than publishing the entire space.
Out of Sync option and a Publish option used to appear on the right side of the page once we make changes to a page. It is not appearing anymore. Pls advice.
