Is there a switch to set all spaces to "Blocked" or some other way besides having to go in and click on every 9000+ space to set this ?
You can disable public links (ability to create public links) in Confluence settings.

Do you want to deny public link or anonymous access to Confluence?
If this is Yes, go into Confluence Administration and the Security Section, under global permissions you can disable public links and or anonymous access on global level.

Are you asking how to make your spaces private or how to disable external links from inside your spaces?
