Do follow @Mikael Sandberg's answer and review the space permissions as well since they will apply.
Couple items to note:
@Michelle To be able to edit a page, the users will need "page - add - checked" in space permissions. If that is not checked, they can only view the page regardless of the page restrictions.
You must be a registered user to add a comment. If you've already registered, sign in. Otherwise, register and sign in.
As long as your home page is not "view only" and the Page - Add is checked, then should work:

Space Setting Permissions Pages>Add>X
On the Page: Restrictions>Viewing and editing restricted>Group>Can view and edit>Apply
All pages in the Space are unable to be edited, including the ^ page.
What am I doing wrong?
