Hello!

Now I have a license for 10 users.

Can I get a test license for 100 users?

What are the server requirements for expanding the license to 100 users and more 1000 spaces?

You'll need to buy a licence for 100 users, test or otherwise.  If you're buying a production licence though, you'll be able to use a "developer licence" on your test system, so assuming you have 100 production users, you can licence test at 100 test users as well, no extra charge.
