Separate template creation from space admin function

I need to allow users to create templates but not mess with the space permissions and space settings. How can I do this?

Templates need to be controlled by space admins.

So, the best you can do is give your users a "template development" space where they can create and test them, and a route to ask space admins to add them to the relevant spaces.

Because users will create templates for themselves, useless for anyone else, and polluting the list with these means people can't find, or won't use the good ones.
