Is there any way to generate a notification to a user when they are assigned an Action item? In Jira, assigning sends email and the @mention generates an email, but that doesn't seem to be the case in Confluence?

If a user is mentioned with "@username" in an action item, they should receive an email notification. Are you saying that is not happening?
Hey! In Confluence, assigning an action item with a checkbox or tagging someone notifies them in the app (bell icon), but it doesn’t always send an email. Unlike Jira, where assignments and tags trigger emails via the notification scheme, Confluence only emails if the user’s settings (Profile, Settings, Email) allow it for tasks or mentions, and it batches updates every 10 minutes. To force an email, add a comment with their name after assigning the task. There’s no built-in “instant assignment email” like Jira. For custom alerts, check out an add-on like “Task Reminder for Confluence” from the Marketplace. Need emails for your team? Let me know!

My understanding is actions (called Tasks in Confluence) operate using mentions, and so if the user is watching Jira / Confluence, I believe they will be notified.
If not, you could create an automation rule with the Task Created trigger, and notify the correct person using the Send Email action using the properties of the Task:
