Receive a generic something went wrong message when attempting to use SAML

Do I need to register / confirm domain to use SAML? I have confluence Data Center and entered SAML credential and certificate using the plugin in confluence

Need this in an environment with no internet.

Nothing in Catalina.out

Ran a saml tracer and receive a 400 message below

Can confirm SAML is working for other sites in my org. using 8.5.3
