I need away to label pages within one of our confluence spaces but I need to restrict the potential names for the label so people label the content correctly.
This doesn't have to be solved by a label, but I do need a way for people to see all pages tagged with the "label". Perhaps there's a way to create a custom field that's then searchable / filterable?

There's no such thing as a custom field in Confluence, but you can use the Content By Label macro to show all pages that have a particular label and use CQL to further filter the results.
