Hello,
I am currently using Confluence Cloud on a Free plan and I would like to request enabling the legacy editor for my instance.
At the moment, I only have access to the new editor, which unfortunately does not fit my workflow.
I found this thread where Atlassian team explained that it is possible to enable the legacy editor on request:

Since Free plan users cannot contact support directly, I am asking here if you could please enable the legacy editor for my instance or escalate this request to support on my behalf.

The post you are referencing is 6 years old and out of date.
Per this newer document the legacy editor is fully deprecated as of this month. It can no longer be enabled.

To add a bit of context on why Atlassian made this decision: the legacy editor was built on an older technical foundation that couldn't support real-time collaborative editing, Atlassian Intelligence features, or the newer page experience. Running two parallel editors indefinitely wasn't sustainable and was effectively blocking investment in the new editor.
The new editor has been the default for several years now and has continued to close the gap on features that the legacy editor had. If there's something specific in your workflow that doesn't work well in the new editor, it's worth sharing that as feedback via the thumbs down or through the community, that's genuinely how Atlassian prioritises what to address next.

What specific problem you're trying to solve with the legacy editor? There might be a workaround or an alternative.
Also, as you're on the Free license, you're in the 1-10 user tier. And there's a ton of free marketplace apps that might cover the use case you're after.
