Our organization is mainly based around JIRA, with little or no use of confluence currently. In spite of this, we are seeing the following events occur:
At the moment this is creating problems for us with, with user management and license allocation proving problematic.

You can manage access to Confluence Cloud only for Confluence Cloud subscriptions that you administer.
You can prevent users from sending invitations to other people to a Confluence Cloud instance/subscription that you do own and manage.

You can't prevent your users from being invited to or granted access to Confluence instances owned/Managed by other entities.
You can't prevent users in your claimed domains from starting their own subscriptions to Confluence Cloud. For more information about that and your options to detect the creation of such subscriptions, refer to
