I am using the user management on JIRA, where I have on each license for Confluence and jira, 10 seats eachs. Now for example, imagine that I want to add a license with over 50 seats only at Confluence, can I add those users on JIRA and sign them just to use Confluence? and at Bitbucket, would be the same right?

Not quite. At the most simple level, think of each application as having a group of users that "can use application".
It's quite common to have a group for Jira users, another for Confluence, and another for Bitbucket, although some people simplify when they have the basic case of "everyone in organisation can use" and tell the applications to use a shared group.
So, there is nothing to stop you having:
Jira users group: 10 people
Confluence users group: 50
Bitbucket: 10
Any one person could be in 1, 2 or 3 of the groups in any combination.
