I want to use a QR code to link to a specific line on a confluence page where upon opening the page the code takes the viewer to a specific line in a chart on the page. This is for asset management where each piece of equipment comes with it's own QR code, directing to the line on a chart on an equipment page. Is that possible?

Yes, this works if you are using a standard Confluence table.
You can insert an Anchor macro into each row and append that anchor name to your page URL (like #asset-ID) inside the QR code. Keep in mind that these anchors must be manually maintained, any renaming will break the printed codes, and users will still need Confluence permissions to view the page when scanning.
Could you clarify what you mean by "chart"?🤔
If you have a large inventory, using a Confluence Database or creating separate child pages for each asset might be a much more reliable approach🙃.
Each entry or page automatically gets its own unique, permanent URL, which completely eliminates the hassle of managing manual row anchors.
