For this specific issues https://revolut.atlassian.net/jira/servicedesk/projects/TPSL/issues/?jql=project%20%3D%20%22TPSL%22%20ORDER%20BY%20created%20DESC there is a field named: "Proposed Spend Per Year" I am looking forward to extract this info and be presented visually in a Jira dashboards as I have done here for other info https://revolut.atlassian.net/jira/dashboards/13481. I am uncertain how to retrieve this information visually.

The links that you provided cannot be accessed by user that don't have access to your Jira instance, so we cannot visualize the dashboard in question. A screenshot would be helpful.
But, I assume that you want to display the total amount as the sum of "Proposed Spent Per Year" field of the issues form the specified query.
If so, this can be easily done by using the Issue Filter Formula gadget or the Advanced Issue Filter Formula gadget offered by our Great Gadgets app.

1)is possible that I don't have available the Issue Filter Formula gadget?(image attached)
2)even If granted access to other people they can not visualize the dash properly(see image)

The Issue Filter Formula gadget is offered by our Great Gadgets app, which is a payed plugin. So if you want to use it, you have to install the app first, from here.
