We're trying to build a resource locator in Confluence that is viewable to the public. Everything in the Confluence page should be viewable. Is that possible or is ONLY for individual spaces?

Confluence Cloud can expose contents publicly in two ways:
Choosing which of those is ideal for your use case depends on your goals.
Anonymous Access will allow anyone from the Internet access to your Site and will display Confluence's regular interface. You can select which Spaces will be publicly visible and which will remain restricted. This is ideal if you have multiple pages that need to be shared.
Public Links are individual pages with very limited resources that can be shared with others. They are not indexed by search engines, so only people with a specific link will be able to access it. This is ideal if you want to share summarized, bite-sized contents with limited audiences.

This is a page that we currently have setup in Basecamp but there's a lot that we need that they don't offer so we need to move to Confluence. I'm thinking we would build Spaces to house these in a more organized way in addition to having the home/landing page show what we consider "popular topics" such as podcasts, videos and reports.
I think we just want to do anonymous access so people can browse throughout rather than within one Space that houses a singular topic.

The only way is to give the anonymous access to your confluence site or confluence space to make it public.

As @Thiago P _Atlassian Support_ mentioned, making spaces available to anonymous users is probably the solution you're looking for.
If you would like to make it easier for users to access content from multiple different spaces with a more website like navigation and interface, using an app like Spacecraft (full disclosure: I work for the vendor behind the app) may provide more of the experience your users are looking for.
