Previewer doesn't recognise content type?

Confluence server

attachments won't preview by default anymore unless I use the attachment macro and click the expand button and click preview.

Content type is correct, e.g. application/pdf or image/jpg etc

browser type doesn't seem to matter as well

I've tried using the recommended settings changing the security settings to in line but no luck.

The only thing that seems to work is creating a hyperlink that references the attachment on a page.

It's like Confluence isn't recognising the content settings unless done so via the preview button.

any help would be greatly appreciated.
