I'm using the Page properties report macro to display all pages that have the same label. How do I make page content pop-up when the title(Page link) of that page is been hovered over?

If your company uses our Table Filter and Charts for Confluence app, you may use its Table Excerpt/Table Excerpt Include macros instead of the Page Properties/Page Properties Report macros.
Our macros work similar to the native Confluence macros but allow you to select "excerpt" as a source page meta data (it looks like an abstract of the source page to better identify its contents while looking at the summary report).

We don't use Table Filter and Charts for Confluence but we are open to it. I'm currently reading the documentation on the Table Excerpt/Table Excerpt Include. I'm still a bit confused if it only displays data stored in the Table Excerpt and not the data in the rest of the page. Would this solution work as a master table document that displays all pages data in table format on the overview page, and also display the page metadata on hover of the title?

Yes, it displays only the data stored inside the Table Excerpt macro (similar to the Page Properties macro) and allows you to show extra meta data.
But while the Page Properties Report macro allows you to collect only one-row tables, the Table Excerpt Include macro can collect multiple-row tables. I guess it's not this case, but it's good for grabbing big tables across your Confluence and building combined reports that can be further filtered and aggregated.
