Page access rights setting no more possible - Duplicate PK error

It is no longer possible to set page view/edit permissions

1) clicking lock will open dialogue screen - ok
2) select users possible - ok
3) save shows up lock in red - ok
4) reload page shows open lock (gray) again - not ok

Logfile shows up long java error, starting with

Database is MySQL, server 7.3.17
it was cofirmed working for long time. Possible cause could be an AD re-configuration (?) 

Any idea how to solve or what happend?

We have the same in Confluence 7.19.11
