Page Approval Plugin - Register button showing for all but one user

Most people are only able to see the "Register" button when trying to use the Page Approval Plugin.  We have registered and received a key.  Only one person can use the approve/unapproved button.  Everyone else is seeing the Register button and cannot use this plug-in including myself.   I am an administrator, but do not have access to installing/configuring plug-ins, so I will have to work with our architect if changes may be needed from that end.

We are using Confluence 5.6.6 and this is our first time installing this plugin.

Hi Jeremy,

I believe there might be some special permission for this plugin to work correctly. I do recommend to review the global and space settings for the page approvals and if the issue persist, then contact the plugin vendor.
