Open Excel File doesn't work

Plugin Manager is installed, I can open the previous view an click to "open with Excel 2016", I see the following windows but nothing happens. 

The feature works 2 weeks ago ?

We had a similar issue and found out that a security certificate on the browser (Citrix Environment) was updated and not having the necessary certificates for this action. Maybe something similar here?

We don't habe Citrix.

After some tests yesterday I find out, that it have to do with diaeresis in the name of the link. It works after removal.
