What I was doing at the time....  Installed a trial version of a plugin that allows you to change backgrounds. I have removed it but the Chinese characters are still there. 
Browser: Chrome.
FF does the same thing

Hi Michael,

Sounds like you may be affected by this bug: CONFSERVER-53037 – Unable to change the language for administrative access banner. Some users have reported this is resolved after a restart. Does restarting Confluence fix it for you?
