I am able to login but layout is not in readable format, i am attaching screenshot of my cloud page. Please help. I tried everything like deleting cookies, restarted my laptop,approached IT support but nothing is helping here. Please suggest path forward.

What kind of error is that? Do you get any specific error code here?
Errors usually display things like "page/space restricted" or that "404" error, but I've never seen anything like that.
Also, you mentioned that you've reached out to your internal IT support? What did they say?
If they cannot troubleshoot this, have they tried reaching out to Atlassian Support
Btw, have you tried using a different browser and/or incognito mode? Most browsers do have developer mode (Chrome example), where you could potentially see some more information about the screen you're seeing. 🤔

There is no error, that's the biggest problem, Yes the attached snapshot is from incognito only. No i am not getting any error while accessing confluence cloud page with proxy ON, either page is showing blank or the layout display is like attached screen(attaching few more) I tried :-
1. Deleting browsing history in chrome.
2. Tried incognito
3. Tried Microsoft edge as second browser but results were same.
IT support didn't help much, they were keep recommended to open a ticket via confluence cloud and failed to understand that the link is not working for me.

I'll try to reach out to the forum support team to potentially open a new ticket in your name so you can troubleshoot this with support (although, the recommended approach would be to explain to your IT team that only application and organization admins can actually raise a ticket > meaning, they could raise it, add you as a participant and you continue communication there) 👈
From what I'm seeing, this would definitely point to a browser or device issue, potentially related to the general connection, so you might have to generate HAR file and provide it to support (don't share it here)
