Multi-stage Form Implementation with shared information and feedback in Confluence

The following situation: I am currently creating a multi-stage form in Confluence. This form captures various pieces of information. Upon submission, this information is intended to be made available to various departments within our county council. Based on the information provided, these departments are expected to perform specific tasks and then provide feedback or a completion report. We use Confluence, but not Jira. How can I solve this?
