More customization for user signup in Confluence?

Currently, if we allow user signup there is a top-level differentiation made between allowing signup for particular email domains and users in all domains. Is there a way to configure the signup to act differently for users within a domain and those outside a domain.

For example, if we want to allow any user (both internal and external to the company) to sign-up, but when they signup they are automatically added to the confluence-users group and do not have access to their profile to change that configuration. Would it be possible to allow internal (as defined by the domain of their email address) users to be configured in a group that would allow them to later access their full profile details? This would allow them to access the permissions on their spaces, with minimal administrator intervention.

You'd need to write a new login handler to do that.
