Do exporting a confluence space in XML format from server to cloud migrates all the app data and attachments or not?
You can export a space in xlm and import it in confluence. Attachments will be saved, as well as apps data, as long as they are found on the target instance.
E.g. when you choose to export as Full XLM, there is statements about the attachments:
And when you import it, if you have your app installed you will see the data (rect 1).
If you don't have the app installed you will see a message (error loading the extenstion) on rect2.
And attachments (images in my case) can be seen on rect3.

We have a scenario where we have our users with different usernames and mail id in cloud confluence.So we wish to migrate just the spaces and manually configure the user permission and install the necessary apps.
In that case, using a CCMA and site space import are quite similar. Do they have any difference with respect to the above situation?
Or Do you recommend any idea for migration in the above scenario where users have different usernames and email id in both cloud and server?

I propose the use of CCMA to be honest.
On your cloud instance you have to first install the app and then run the CCMA. The link provided from @Chu Dam is a must to read. Especially this section.

@SaravanaKumar in addition to your question, please take a look at his page https://confluence.atlassian.com/kb/marketplace-apps-for-confluence-that-are-available-in-cloud-with-migration-paths-1069029108.html which indicates which apps on cloud have migration path. And to add to that I would advise you to contact each vendor and ask if data migration will be successful.

If you are using Confluence Cloud migration assistant you can view and configure apps data, so yes apps data can be migrated but only if you are using Confluence Cloud Migration Assistant to migrate.
