We have JIRA and Confluence self-host Server solutions and recently it was needed to move them from a server to another one.
The issue was, that the server was damaged so we'd to backup confluence and JIRA directories as the databases.
We moved them to the new server, which has a different domain and using SSL.
Besides this movement, we were using JIRA 7 so we would like to upgrade it to 8. And the same goes to Confluence (v.5.8.15), but it's not mandatory.
Regarding JIRA we were able to migrate it to v.8 and put it up and running, but it seems it's not completely ok, because we cannot, for instance, assign issues to users or change the status of the issue. We get an email saying that the task was processed, however on JIRA nothing changes.
Regarding Confluence, we're still using the old version, however, we cannot open any of the spaces that we have. Before we'd "An error occurred while searching for spaces", however, now and by using some of you support tickets says there is none (when on the homepage we can see some of them).
So, we have two different issues, that we don't know how to fix them.
We're also thinking of migrating from self-hosted to the cloud. However, first of all, we need to put the systems up and running correctly.

Firstly, I would highly recommend that you isolate each of these changes - firstly, move servers and match the same JIRA/confluence versions, then ensure everything is working as expected. Once this is done (and ideally running without a problem for a week or two), then uograde the JIRA version. This approach should help as you halve the possible problems (was it the migration or the upgrade that caused the problem).
with the issues you’re mentioning (can’t view spaces and can’t create issues), id check the application logs, but it sounds like the platform is somewhat working, so maybe start looking at users and groups related to key permissions.
