Hi there,
I am new in confluence and just started a page for my project. I have about 60 members and I am wondering if I can email them, when there is something new on the page? even when they decided to not get informed? I don´t want to spam them, just want to implement some kind of newsletter....

Have you looked at the Share function?

This allows you to send an email notification linking back to a Confluence to one or more users, including a short note.
This may not entirely meet your requirements and will work best if all 60 members are listed in a Confluence permission group.
If you want to send a newsletter about changes and updates across different pages, I would suggest creating a blogpost and then sharing that.
However, bear in mind that Confluence allows users to have control over notifications and digests - see https://confluence.atlassian.com/doc/email-notifications-145162.html
You might want to check with users that they actually want an additional notification, when they might already be receiving updates.
