You’re not overlooking anything in the page Details panel. Confluence Cloud currently shows the labels that are on a page, but it doesn’t maintain a user-visible label change history showing who added or removed a specific label and when. Atlassian has an open suggestion for exactly this behavior, CONFCLOUD-20221.
Page history won’t help here either. Label changes aren’t treated as page-content revisions, so adding or removing a label doesn’t create a page version that you can compare later. Atlassian’s suggestion specifically notes that label additions, removals, and modifications aren’t shown in the page history.
Since you’re on Enterprise, you do have access to Confluence and organization audit logging, but Atlassian’s documented Confluence audit events focus on things like permissions, spaces, users, content restrictions, archiving, and administrative changes. Label changes aren’t listed as a tracked content event, so I wouldn’t rely on the audit log to reconstruct historical label activity either.
For future changes, one possible native workaround is to control important label changes via Confluence Automation, since Automation has its own audit log and can record when a rule adds or removes a label. That would only give you history for changes made through the rule, though, not labels users edit manually.
