Is there a way to setup Jira so that a non-licensed person could access a story content in Jira through a link to a story, from with in QC, to view the story for read-only purposes?

Can you let me know what you mean by QC? I'm not familiar with that.
But in Jira itself, you can only access issues you have access to, so either with a Jira license, or if the project is anonymous.

ALM Quality Center. To provide a bit more detail, in the enterprise, IT which includes our project team have Jira user licenses to access the project. The business partners do not. They do not need to update, only to view for the purpose on viewing requirements at the source. Does this mean we could just switch our project to anonymous to accommodate this need? Are there any risks?

I haven't heard of that personally but if a user needs to be able to view an issue on Jira without a license then it will need to be open to Anonymous internet users.
You could configure Issue Level Security by creating one for regular users and one for anon users and then apply to the issues in the project. But then just keep in mind that anyone on the internet will be able to view the anonymous issues as long as they can browse to the issue. This could also mean that search engines could index your site if they can browse the pages.
