This appears consistent with an existing Confluence Cloud editor bug in which tables rapidly flicker when a user clicks into a row or cell.
The inconsistent rendering of the Jira link may be a related but separate issue. Atlassian also has an open bug where Jira URLs placed into existing Confluence tables don’t consistently convert into Smart Links.
I’d vote for and watch both issues, then ask your site administrator to open an Atlassian Support case. Include the affected page URL, a screen recording of the flickering, your browser and version, whether it reproduces in a private window, and whether the problem occurs when only one person is editing the page.
As a temporary precaution, I’d avoid making substantial edits while the table is flickering because the repeated refreshes and cursor movement could make it easy to change the wrong cell. Converting the affected Jira references to simple inline links may reduce the Smart Link rendering activity, but it may not resolve the underlying table flicker.
