JIRA User with Confluence access cannot log in

I have a user who can use JIRA, and has been given access to Confluence, but cannot view the latter. What could be the problem? Thank you!

Have you verified the user in confluence belongs to a group with "USE" permission active?

Yes, the user who is having trouble is part of the "users" group which has "can use" permissions.
