Is there a way to set up an anchor that won't break after changing the page name?

I'd like to have an anchor that is independent from the page name so I can rename the page later on without making the link to the anchor invalid. I know we can link to the pages using short urls instead of names. I'm wondering if there is a workaround for anchors as well.
