Is there a plugin, a tool that you can point me to?

JIRA has a "Send Mail" option under Administration > System > Mail > Send E-mail. you can pick groups or project roles to send emails. Confluence doesn't have an equivalent functionality AFAIK.

Having said that, my suggesstion is to use the announcement banner, both in JIRA and Confluence. Add some CSS to spice up the announcement to catch user's attention!
