Is there a way for an administrator to know what badges a user has?

I am being asked to track if users have completed training by badge completion. Is this possible?

Not really. Users own their own badges, and I am not aware of a way for an org admin to track which badges/certifications a specific user has.

You can always create a space and request that users log them there.
