Is there a mechanism which enables users to edit and save the page as draft but not Publish it?

• I am aware of Page Restrictions but if I provide rights to edit users will be able to publish as well.
• I need something where Permitted users must be able to edit the Page and save it as draft but only the assigned group should be able to publish the Page

As far as I am aware this is not possible at this time. There might be a page version control add-on on the Atlassian Marketplace.
