Hi @JAMES LIN It is safe to clean delete files under <confluence_install>/temp when confluence service is down. Confluence components write temporary files or lockfiles into this directory.
There's already a suggestion with Atlassian to automatically clear the content of the directory. You can vote for that feature and watch it for updates.
