Is it possible to use dashes "-" instead of "+" in Confluence document URLs?

1st Issue:
How can we have a URL such as:

<Confluence Base URL>/display/<Space Key>/example-product-title

Instead of:

<Confluence Base URL>/display/<Space Key>/Example+Product+Title

Note: We need the URL to have small letters as well.

2nd Issue:
If possible to set a permanent URL for a document instead of auto-generated from the title.



We are using Confluence Server 6.11.

For the second issue: If you hit the key 'k' on a page, you'll get the Tiny URL, which is a permanent URL for the page, independent of the title.
